Newry, Mourne and Down District Council are looking into the possibility of introducing a ban on offensive tattoos being displayed at the swimming pools.
The move comes after a complaint was lodged against a patron whose tattoo caused offence while they used the public pool.
It is understood the tattoo displayed what has been described as a sexually violent scene.
A Council spokesperson said they are aware of the issue and will be raise the matter with its head of corporate policy.
It has also contacted the Equality Commission “in regard to future policy development”.
They added: “The Council requests for sensitivity to be shown and cannot comment further whilst this investigation is ongoing.”
