Permission sought for six one-bedroom apartments in ‘high-density’ Brownstown area

The proposals seek to transform the previous "mixed use" residential premises and a "hot food carryout" into six one bedroom apartments

Permission has been sought to build six one bedroom apartments in the “high-density” Brownstown area of Portadown.

The application submitted to Armagh City, Banbridge and Craigavon Borough Council in the name of Gary Kidd relates to property immediately adjacent to and west of 76 West Street, at the junction of Jervis Street and West Street.

The proposals seek to transform the previous “mixed use” residential premises and a “hot food carryout” into six one bedroom apartments.

To facilitate the works, demolition of the existing premises – which sits within a terrace block – would be required.

The application notes that the existing residential units and previous hot food carryout were “traditionally serviced by on-street parking spaces, located within the surrounding streets network”.

And it is proposed to “continue using the available on-street parking capacity within the immediate area” to support the new apartment development.

Under Planning Policy Statement 3 (parking standards) requirements there would have to be 1.25 parking spaces provided per apartment, totalling 7.5 parking spaces – therefore to meet planning regulations the proposals would have to prove provision for a total of eight on-street spaces.

A Parking Audit Report reiterates that the existing site is currently served by on-street parking located within the public streets network surrounding Jervis Street.

And it adds: “Residents and visitors associated with this proposed apartment development will utilise the available on-street parking capacity located within the surrounding street network, which includes Jervis Street, West Street and Atkinson Avenue.”

It is also noted that while the majority of streets within this area of Portadown contain “standard corner waiting restrictions”, parking in Jervis Street is regulated by single and double yellow lines on its eastern side which extend approximately 60 metres from its junction with West Street.

Jervis Street is also regulated by double yellow lines on its western side which extend approximately 50 metres from its West Street junction.

However, it is noted that the single yellow line waiting restrictions on the eastern frontage of Jervis Street are designated “working-day” only (8.30am – 6.15pm), allowing residents to utilise these spaces for overnight parking.

The floor plans indicate that there would be two single bedroom apartments on the ground floor, two on the first floor with the final two on the second floor.

Each apartment would be separated by a stairwell running through the centre of the building.

To the rear of the building the plans would see a private, shared amenity space with decking made accessible from the first floor with the addition of a “bin and bike store” on the ground floor.

The application is due to be advertised shortly.
