Unpaid household rates debt in ABC borough soars by 20% in five years

The value of unpaid domestic rates across the Armagh City, Banbridge and Craigavon (ABC) Borough Council area has risen by more than £2 million in five years, prompting warnings over the impact on public finances and struggling households.

New year‑end figures show domestic rates arrears in ABC have climbed from £10.6 million in 2021/22 to £12.8 million in 2025/26 – an increase of over 20%. The borough now has the second‑highest value of unpaid domestic rates outside Belfast.

While the number of households in arrears has fallen, those who do owe money are carrying significantly higher debts. The average unpaid balance per household has jumped from around £1,100 to nearly £1,800 over the same period.

Newry and Armagh DUP MLA Gareth Wilson, who obtained the figures, said they pointed to a “growing issue” in the borough.

He said: “These figures are a real cause for concern and point to a growing issue with unpaid domestic rates across the ABC area, with the 2nd highest value of unpaid rates outside of Belfast.

“While it might appear positive at first glance that fewer households have an outstanding balance, the reality is that those who do are now facing much higher levels of debt.”

Mr Wilson said the trend raised serious questions “about both the effectiveness of recovery procedures and the ability of households to meet these costs in the midst of a cost‑of‑living crisis”.

He added: “I fully recognise that some households are facing financial pressures, and support must be available where it is needed. But alongside that, there must be accountability and consistency in how arrears are dealt with.

“If we fail to act, there is a real risk that these unpaid balances will continue to grow, placing further pressure on public finances and ultimately on ratepayers themselves.

“That is why I am calling on the relevant authorities to review their approach to enforcement and recovery and ensure that it is fit for purpose.”
