Large numbers of tyres were strewn across a Newry housing estate earlier this week.
One local resident claimed they were then rolled down the grass hill onto oncoming traffic along the main Camlough Road below.
Newry city Councillor, Roisin Mulgrew, has condemned the dumping of the tyres in the Carnagat area.
The Sinn Féin representative said: “There was a very large number of tyres and other pieces of litter removed from the area earlier this week.
“Materials such as this pose a risk to our local environment as well as creating a negative image for our community. Local residents deserve better.
“I wish to commend the council for their swift removal of the material. Clean-ups like this cost the council and ratepayers huge amounts of money and those behind this dumping must understand the negative impact this has on community development.
“If this action is repeated then please get in touch with a Sinn Féin rep.”
