Vacant Dromara house to make way for up to ten homes

Outline planning permission has been granted for the construction of up to ten dwellings at 41 Kinallen Road, Dromara, on a site consisting of a large garden with a dwelling and outbuildings.

The house and outbuildings are to be demolished to facilitate the development. The planning application was lodged by Pepper Architects, 48 Kinallen Road, Dromara, on behalf of Desi Elliott and Melainie Spiers, Corbally Road, Dromara.

ABC Planning officers noted in their report: “The proposed site is located within the development limit of Kinallen at 41 Kinallen Road, and currently includes a vacant single-storey dwelling, outbuildings and garden, all of which form part of a residential curtilage.

“The existing buildings on the site will be demolished to facilitate the new development. Planning permission is not required to demolish these buildings, as they are not listed structures.

“The proposal seeks outline planning permission for up to 10 dwellings with access from the Kinallen Road.

“A conceptual layout indicating two detached dwellings and eight semi-detached dwellings and garages, with in-curtilage car parking and private amenity space for each dwelling, was submitted with the application.

“Officers are of the opinion that the proposed development, allowing for up to 10 units, would be in keeping with the character of the area, when set in/against the general pattern of existing development.

“The existing trees along the western boundary of the site are to be retained, and the existing hedgerow along the northern boundary will also be retained as part of the proposed scheme, which will visually soften the proposed development.

“New additional planting is proposed along the western boundary, and along the roadside to the east. Landscaping conditions will be included for the retention of existing vegetation.

“Officers are satisfied that the proposed development will not create conflict with adjacent land uses, and there is no unacceptable adverse effect on existing or proposed properties in terms of overlooking, loss of light, overshadowing, noise or other disturbance.

“DfI Roads, the competent authority in these matters, have confirmed that the proposed parking provision will adequately cater for the proposed parking requirement, without any unacceptable impacts on highway safety, and the access will not prejudice road safety or significantly inconvenience the flow of traffic.”
